The records on the Special Committee on Nuclear Energy consists of subject files dealing with the committee's investigation into the economics, effectiveness and safety of Nuclear Energy in Michigan. Of particular interest are the files on the Michigan Nuclear Plants, The Public Service Commission Cases and the Power Companies in Michigan. Each area is detailed in its examination of the subject matter. The tapes included in the collection are from all the committee meetings and the public hearing held on March 31, 1980. The minutes of meetings discussing the final report are filed with the report, as these were held separately from information gathering meetings. In its final report, the Committee detailed ten recommendations. The first three deal with legislation on power plant siting, the need for new plants, rates to cover the costs of these plants, and the hold on selling securities for construction until the other two pieces of legislation are passed. Other recommendations deal with the establishment of an energy policy to promote conservation and renewable energy sources, competitive selling of electricity, the location of new plants in remote areas of the state, an Emergency Preparedness plan for nuclear power plants until a plan is developed to handle radioactive waste, and efforts to encourage the federal government to develop such a plan. The last two recommendations concern the Public Service Commission, with suggestions that it conduct a proceeding on the Midland Power Plant to ascertain the needs and economics of the plant. The Committee also suggested the Commission develop a contingency plan in case the Fermi II or Midland nuclear power plants are never completed or, if completed, never permitted to come on line.
